i would suggesting taking a look at the default panel layout that ships with
Plasma Desktop, which you will find in `kde4-config`/share/apps/plasma/layout-
templates/org.kde.plasma-desktop.defaultPanel/ .. it's quite straight forward
to add widgets to the panel in whichever order you wish, setting configuration
and doing so dynamically even based on screen size, etc.
you can do the same for the desktop as well, as can be seen in the default
layout which can be found in `kde4-config`/share/apps/plasma-desktop/init/.
you may notice that it handles multiscreen setups gracefully as well.
as you didn't give a concrete description of what you wanted to achieve, i
can't offer you more than that, but the documentation is fairly comprehensive
