[Owncloud] Problem: ownCloud 5 Beta 2 and IIS on Win 7 and Win2008

Both 5B2 and the current stable releases give me this when installed on
either Windows 7 or Windows 2008. IUSR has full read/modify/write
permissions for all of the ownCloud folders. 

"Can't write into apps directory
You can usually fix this by giving the webserver user write access to the
apps directory in owncloud or disabling the appstore in the config file."

1. Has anyone got this combination to work successfully? 
2. If not then where can I find owncloud's error logs?
