[KPhotoAlbum] Why do Keyboard shortcuts act globally

I did some more research on this, the following is the outcome:

- It seems this happens only in certain situations, not on default
installations
- it seems somehow the keyboard shortcuts for the kipi-plugins are set as
"global" shortscuts in addition to the normal "local" shortcuts in
KIPI/KPhotoAlbum
- My Ticket is actually a duplicate of Ticket

- Changing the assignment in the global KDE settings dialog did not work for
me, it did re-display the old assignment again afterwards
- Also changing the assignment of the "global" shortcuts (the third column)
to "none" in the settings for keyboard shortcuts in KPA is reverted back as
soon as I restart KPA, why that is I cannot understand.

so I am stuck here, there are all the options to change these assignments
available everywhere, but none work, which is very annoying :(
