Configure first tries to compile a program that should be linked to libjpeg.
If the linker can't find libjpeg, configure looks in both $KDELIBDIR and
/usr/lib.

So....if your libjpeg files are in the same directory as the kde lib files
then configure should find the libjpeg files.

Where are your libjpeg files?
What error message does configure print out?
What does the config.log file list concerning this problem?
