[Kde-i18n-uk] Debian refcard: call to update translation for Ukrainian

Hi all,
Woke early today to finish the translation :)
I am not sure that everything is right, because it's my first time
translating something. Anyways, the poedit said that the translation is
ready to use.
@Sergiy, thanks for your very helpful contribution, you really helped me.
