[WikiToLearn] Communication channels

Hi,
I think this is a great idea. As Cristian said we have to make sure
that the process mailing list, meta, updates on the news channel is
not too difficult to be followed by everybody, especially new users.

Anyway, I'd really like to stress the importance of the mailing list
as our main communication channel: we have decided to use mailing
lists, instead of Telegram channels (and this is a correct decision
since Telegram is not the correct place where to discuss critical and
important topics); to me, and to many other members of our community
this is the best way to have a followup of threads and to create a
well-structured discussion. That is why I would stress more on the
importance of the mailing list: we have to make sure that anyone has
clear in mind this important point of our organization.
