Is it possible to improve generating .pot files from English .docbook files?

Entities defined in the header of index.docbook are untranslatable, translators 
see only the name of the entity where it is used in the docbook later and just 
copy the entity name literally from msgid to msgstr using Ctrl+T.

The content of an entity defined in the docbook header is not extracted and 
unvisible for translators.
