IMHO no. We in the workspace do not want to force anyone to switch to KF5 or
block anyone from doing a 4.12 release (and expect that to happen, maybe even
a 4.13 release). Every team should follow the development speed which suits
them best. So I think it's not a question about mid-term development strategy
for all of KDE. It's especially that we in the workspace do not want to end up
in a situation like prior to 4.0.
