Review Request: Add a "Windows should cover" option to plasma panels.

this could be tried, but be prepared for complaints from people who use it and 
potential reversion. i don't use this feature, and i don't know if there are 
people on this list who do. but this is the kind of change whose 
appropriateness can probably only be gaged by talking to people who use it.
