TaskManager::windowChangedGeometry() displacable?

the long story is that i made this change back in the kde3 days (!) so that we 
could avoid tons and tons of signals making painting updates just because of 
geometry changes.

now that we have a proper windowChanged signal, we can indeed get rid of the 
geometryChanged signal.

let's just be certain to keep the feature that it doesn't actually track 
geomtry changes unless asked to =))
