Question about C++ vs. Python/Ruby/JS plasmoids

Nah, they're all at api.kde.org, if you look under kdebase-workspace.

Have a look at the class list.  The main page will be updated next time the 
api docs generator runs to be a bit more useful.

Also, techbase will give you intros in the form of tutorials.
