Applet positions

The above function (especially the exponential version) could be used here
also, but only if the feature request ([Bug 154329] Plasma applet handle icons 
should appear closest to the centre of the screen) is fulfilled.

The reason is that if the handle is near the edge, moving it even one pixel
would have a huge impact on the other edge.

However, the problem would remain for vertical axis since the handles just go 
left-right, and not up-down as well... It would be good to do the up-down 
also, since now it is not that easy to resize an applet that is located near
the top edge.
