I think Matija is refering to the current disconnect
between the traditional virtual desktop, as managed by
the pager, and the concept of Activities as introduced
by the Plasma ZUI.

One pre-KDE4 use-case was to use virtual desktops to
organize programs and SuperKaramba widgets by task
groups ("activities" if you will). The kcm modules
that allowed for renaming each desktop and setting
different wallpapers for each desktop accomodated this
particular use-case.

I'm not sure what the best approach is for plasma to
accomodate this use-case, or if it should be
accomodated at all (especially if there's a better way
to serve the goals of the user). Just thought I'd
offer some clarification since it is an observation
I've made as well.

Hope this is helpful,
