i don't understand the proposed solution, but i sort of understand the problem reported (and wonder if it isn't already covered in one of your other a11y bugs?)

do you have someone on hand who is handicapped in such a way that this impacts them, so that improvements can be tested?

(i assume so .. if no, what are you basing these reports on?)
