It does make sense. Because this way it is consistent.
If you allow moving the widgets, unless they are locked, you could also argue, that you should be able to resize the panel without opening the configuration menu.
Doing it this way is intuitive and it prevents to splatter config options all over the place.
Besides, as Aaron explained somewhere else afaik, the Widgets locking has a different purpose. (Kiosk-mode etc.)
