yes, and it works fine with a min-size of 16x16 too. In KDE3 we where even 
able to set the icon-size explicit via a kconfig-option (where 22 was the 
default). imho it makes quit sense to let it shrink to it's smallest possible 
size, 16, if there is just not enough space for the default 22.
