KWin and plasma's colorscheme

and to clarify further why this is done via the Plasma colorscheme and not the 
standard desktop one is that that Plasma scheme has to work with the SVG 
theme ... so plasma's hands are a bit tied.

how to harmonize this with other "obviously desktop" components is a good 
question.
