hi... 

i'm seeing more applets using the network. i think it might be useful to add a 
set of constraints for hardware awareness, in particular networking and 
power. we'd discussed this earlier but hadn't really come to any concrete 
conclusions other than "we should and we will".

in particular, i'd like to see us be able to pass a message to all applets 
that care when network is or is not available and something similar for power 
conservation.

if anyone is interested in working up an API proposal for that, i'd love to 
see it. otherwise, it goes on my ever long list to get to =)
