for the window that appears on click, it doesn't need to be on top. only the 
window that sponatenously occurs when a new device is plugged in needs to be. 
so, there are two different windows here, really. and the information window 
should always be visible right within the desktop when the applet is placed 
on the desktop, as Sven notes.
