with the new 1.2.0 desktop client, it's pretty simple:

polling is immediately triggered when the client notices a change in the specified ownClou directory or one of its subdirectories. Futhermore, it checks for changes on the server after being idle for 30 seconds.

It's documented in the manual: http://doc.owncloud.org/desktop/1.1/usage.html#config-file (URL is still misleading, sorry). Note: This used to be different in 1.1, since 1.1 did not have file system change notification implemented for
all OSes.
