[Owncloud] community chef script for owncloud

Hello Michael, hello list,

I already have written an ownCloud recipe. You find it at [1]. As you 
might see I'm not a chef expert but somehow it works.
You are welcome to improve the scripts and create pull requests for the 
repository. If you think it is useful to create an "official" ownCloud 
recipe that is hosted on an extra repository and can be downloaded from 
[2] we might discuss this as well.
The most important aspect for Thomas (deepdiver) and me is that it must 
be dead easy to install and run the acceptance test suite. Given RVM, 
Ruby and VirtualBox are installed it should not be more than one command 
(atm "$ bundle install") to setup the environment.
