CSync itself is perfectly portable, it's just the ownCloud Backend that will not compile easily with VC, which is why we use MinGW, and usually compile via cross-compile on Linux. But that's still portable, i.e. it will run on Windows just fine. That's probably not helping you if you a forced to compile it in a certain way, but other than that, the ownCloud client documentation gives a good hint on how to cross-compile csync. You can use the binary results to compile the actual client (i.e. Mirall) on Windows natively btw.
