Probably ownCloud can not find a proper configured apps directory. That 
can either be the one in the core directory or any other as long as its 
correctly configured in config.php in the core/config directory. It's a 
bit tricky because it needs to be accessible through filesystem and URL.

Check the config.php.template for an example.
