[Owncloud] File upload

The same suggestion came up last year, as the webmaster of my
university mentioned that would be a great thing to have.
I discussed it with Michael and we decided it would be best to couple
it with sharing.
It would simply add a checkbox »allow upload« to the public part of
the sharing dropdown. With that, everyone who has the link for that
folder can upload into it, no matter if they have ownCloud or not.
It will look like a shared folder does now, except that the New/Upload
button is present.
As far as file modification goes, people with the link (not on
ownCloud) can only upload and modify files they themselves uploaded –
this includes move (into subfolders), edit and deletion, for example
when a file was uploaded mistakenly.
