[okular] [Bug 519465] 'Contents' tab is in the sidebar for some pdf files but not others. Even when they all have headings. Why?

Because one pdf file has contents and the other does not have contents. If you
feel both should have contents, complain to whoever is generating that PDF
file, we are not who is doing that.
