Yep.

Well, yes and no: we use a kpart as embedded component for the whole 
application, so you can have okular running standalone, or in a tab in 
konqueror.

At the moment, you can't.
All the annotating features are part of the kpart, and integrated with some of 
the okular UI classes (like the page view), and with part of the core library 
(eg the Annotation class and its hierarchy).
Trying to "abstract" those features would mean a (big?) refactoring of the 
system, and it's something not really needed at the moment (and there is lot 
of more important things to implement/fix, especially that KDE 4.0 is 
approaching).
