neon's aptly build

It should be noted that the aptly used by neon for the archive needs
to be built with go >= 1.6.2

Earlier 1.6 version had a mime multipart assembling issue which
apparently has a chance of getting uploads stuck in the most
unfortunate way so the bug made the entire CI come to a halt.

Generally, newest stack is desirable, that also goes for supporting
libraries managed via gom of course.

I've now rebuilt the binary with latest everything.
