[Kwintv] how to call out kwintv?

i want to ask does anyone know what is the sentence or line that will call out kwintv when i want it to be use in 
another program like tcl/tk? like there will be a menu that say start program in tcl/tk, then when i press the button, 
the button will call or command the program to pull out or call out kwintv out on.
