Thank you for your interest in KStars, and thanks for reporting this
issue. The add-on downloader module we use in KStars is not handled by
the KStars team, and so I have filed a bug report against the
appropriate team that handles this issue:

As for the second part, the best that I could do is add a line "Very
large download!" to the description, since the download size is
already mentioned there.
In any case, it seems like this USNO download is a source of a bit of
a trouble and frustration, because KNewStuff (the downloader module)
is not really designed to handle very large downloads. I can't think
of an alternative way of distributing it that is not very complicated,
though.
If you ever need to download it, I recommend you use the following URL
directly with your favorite download tool / web browser:
