I would rather leave it at KDE 3.1. If there are specific
features (such as js) that don't work (or we don't want
to take the time to make it work) then that feature would
not be supported. I think there's still a diehard RedHat9
crowd that exists and should be able to run core Kst
functionality.

Are there any objections to a KDE 3.2 requirement for Kst 1.1.0?  It's
becoming increasingly difficult to maintain backward compatibility, and I
suspect it may not even work right now as in CVS.  Virtually all modern
Linux
distributions are shipping KDE 3.2.x or newer.
