The reason it is version 0.x is that it is not "full featured".
For this first release we have focused on the planning stage of a 
project, and even for that things like resource leveling is missing.
You can use it to plan fairly small/simple projects, but this release 
is as much targetted at developers/testers as anything.

kplato 0.5 will be included in koffice 1.5, released early april.
