[KPhotoAlbum] Why do Keyboard shortcuts act globally

One thing I found out is that this is caused by the kipi-plugins, e.g. the
"rotate plugin" registers SHIFT-CTRL-LEFT/RIGHT, so it may be related to
those, right?
