[KPhotoAlbum] Why do Keyboard shortcuts act globally

hi,

Sorry for the repeated posts, but I found out by myself in the meantime
after reporting a bug for kipi-plugins at
https://bugs.kde.org/show_bug.cgi?id=219523

If anybody is interested: These keys can be configured as part of the
overall System Settings, under "keyboard/mouse" there is a section for
global keyboard shortcuts.

Why these are global shortcuts and why they use keyboard combinations that
are very commonly used for a default task still eludes me, though.
