I gave you the doubt and opened two very different programs than konsole to
test. Kate, a professional text editor, shows the menu bar on full screen mode.
KDENlive, a Video Editor, shows the menu bar on full screen mode.  That means
that, no, different applications have different ways of representing
fullscreen.
As I said, you can configure konsole to not have a menu, and a toolbar, do that
on yours.
