Patch to fix encoding

This patch is an altered version of a patch against the KDE 3 version
of Kompare to stop it overriding the user specified file encoding with
8859-1. I've tested it with UTF-8 files, which now display correctly.

(Please CC me for any replies as I am not subscribed to this list).

I don't have SVN access, so please would someone commit this patch if it is OK.
