Refund doesn't appear in actual x budget report

Hi all,
I have a transaction that is a deposit on a expense category (refund) and
it is not appearing on the default actual x budget report in the month I
think it should be. In fact it is not appearing in any other month. I was
expecting that it should be a negative number on expansive category.
Is it normal? Is there any way to show this transaction on that report?
