How about assigning the January amount to the February column and so on? Don't 
know if that makes sense. The budget vs. actual report might be a bit off 
while doing so, although only on the income side of things.

While thinking about it: an income category has nothing to do with an expense 
category budget-wise. I know, this is different in real life. You could still 
base your expense budget on the income of the previous month and have valid 
reports and don't use any quirks.
