It's hard to comment on all of the above since I have no mapped accounts 
and do not remember what is on the missing tab/subtabs.

I could see just adding the import options to the section already in the 
Options tab. If it gets to crowded, maybe split the 3 Options sections 
into 3 subtabs, "Import Options", "Tax Options", and "Budget Options".

I'm not sure how this will affect the tab(s) I can't see.
