Have you tried it in krita ?
The UI bits still need some love (especially to create new action) but right 
now Krita records filter and drawing. So if you go in the tools > recording 
menu, you can select to save all actions that were made since Krita started, 
or to start recording actions if you want to focus.
And the menu tools > macros allow you to replay or edit.

It still needs a lot of work, but I am happy to see that others have interest 
in the subject and it is not just a crazy idea of mine :) So if you want to 
give more feedback, do not hesitate !
