the problem will this kind of "magic" behavior (i.e., the app decides
to do something because it thinks that it is what the user wants) is
that it can quickly become an annoyance. We would have to choose some
threshold window size, such that panels would get hidden if the window
gets any smaller than that. And no matter what threshold we choose, we
will never get it right for every user. Moreover, we might run into
high DPI issues and lots of other trouble.
Is making the window extremely small really such a common operation,
and the presence of the panels really so annoying in that case that we
have to do something about it? If yes, then I suggest that you start a
discussion about this issue with the usability team.
