Actually, "File Associations" also controls what happens in HTML pages. 
  It can control what application is used to open or preview a hyperlink 
and it controls which plugins will be used based on MIME types.  So, it 
is also used with "Web Browsing".

My thought is that people would need this where ever an application, 
part, or plugin is opened based on MIME type or an icon or URL link. 
This would also apply to email attachments.

Perhaps a "Configure" submenu is a good way to address this.

I also think that people expect it in KControl (what ever it is going to 
be called).
