Take a look at the Ark plugin in kdeaddons/konq-plugins/arkplugin. It does 
exactly that: add new entries to the context menu.

If you want to add entries to the top menu bar, take a look at other 
plugins, such as the uachangerplugin (which adds items to the Tools 
menu).
