[patch] Other tabs popup

The attached patch does the following for the tab popup menu:

Moves "Close Other Tabs" up so it is above the list of open tabs. At the 
moment this often used action is at the bottom of the sub popup menu and 
continually changes position, which isn't good from a usability perspective.

Disables the "Other Tabs" sub menu entry if there isn't any other tabs.

Calls m_pChildFrameList->count() just once. Probably has little effect 
optimisation wise but no reason not to.

Can I commit?
