this really is the killer reason for not merging the two options. i'd love to 
see the two options become one, but since the computer can't figure it out on 
its own accurately, we need user interaction on this one. putting more 
configuration options in konqueror's config dialogs is an unattractive option 
as well.

while we would get rid of one option from a RMB menu, we'd add several (less 
clear) options to a config dialog (which is "far" away from the actual action 
of deleting a file), hidden keyboard shortcuts, and still result in a 
situation that will be non-optimal for many, many users.

the real solution lies elsewhere. and it's also why i've stayed out of this 
discussion =)  KDE really, really needs a trash:// protocol. i have 
beginnings of such a thing here, but as others have done, i've delinquently 
let it languish.

there are many problems with KDE's trash capabilities, multiple RMB items are 
really the least of them. nearly all can be addressed if not solved with a 
proper trash:// kio_slave. this also opens up the ability for new trash 
possibilities, such as using it in applications such as KMail.
