PATCH (Re: Konqueror and multiple submit buttons)

Well the behaviour i'd like to see is that the value of the first submit
button is always passed when the enter key is pressed.  This is, I
believe, how the behaviour is supposed to be.  

If IE does not pass the submit button value when enter is pressed while
only one text box is present then that behaviour is clearly wrong.  

Speaking as someone who has to deal with this issue quite a bit i'd
rather have it always present.  If someone is developing only for IE and
they don't use that value then it won't make a difference, but those who
need to use it will always have trouble if that value is *not* present.
