kdevelop is slow is opening a project

Most kdevelop users in my development group are experiencing slow project openings.  These projects are not large.  The whole desktop freezes for about 7 minutes while opening a project.
 
This problem is elimintated temporarily by deleting all the configurations (*rc) files.  Eventually the problem comes back.  Users have to either wait it out or reboot.  
 
Is this a bug or is it an installation issue?
 
How can I fix it?

I'm using kdevelop 3.0.1 on RedHat 9.0.
