Debian has a new KDE and Qt, too (from CVS, if you want). If you pick an old
version of "distro A", you will have an old KDE. If you pick an old version
of "distro B", you will have an old KDE.

You can install a full system, ready for developing (or anything else), using
any distro if you have 2 hours or less, sure :-).
If you develop using kdevelop, or using autoconf by hand, the code you write
will be portable, doesn't matter in which distro will the program be
installed. In most cases, the program is also binary compatible, if there are
not differences in the compiler (gcc 3.2 vs. gcc 2.95).

I don't want to start a distro war, of course :-), but...
Buy a SuSE box (or get the images by ftp), and reinstall a whole system, is
slower than updating a installed system:
vi /etc/apt/sources.list
apt-get update
apt-get upgrade
If you run X, I will not recommend change to Y, if that means doing all the
work again, and you are in a hurry ;-).
