Hi!
In case you are not fixed to a certain linux distribution I would recommand
taking Suse, because it has by default a working and fairly up-to-date
version of KDE and the QT lib.
Basically you can install a Suse system within 2 hours and start developing
right away. The code you write is then available for all linux distributions
that have the current KDE/QT libs installed.
In case you have a running linux system already, just install Suse on a second
HD (or somewhere else), otherwise you run the risk of wasting precious time
with trying to get KDE working on your current platform (and IMHO "wasting
time" and "deadlines" don't mix well...)
