Hi, 

Information how to install kdevelop is stated in file INSTALL in the root 
directory of unpacked kdevelop archive. 

summary: 

bzcat kdevelop-3.0a4a.tar.bz2 | tar -xv
cd kdevelop-3.0a4a
./configure
make
su (enter root password)
make install 

installation cvs version is described on
http://www.kdevelop.org/index.html?filename=branches_compiling.html
