Bug: Incorrect display of Russian characters in KDevelop source window.

A bug, common for most QT2 programms -- incorrect handling of non-7bit 
characters, ??????'s displayed instead -- for example instead of Russian 
symbols in comments of my sources, i get question marks (my default 
locale is set to ru_RU.KOI8-R). font and encoding change does not help.
